The 2026 Congressional Fly-In will take place April 20–21 in Washington, D.C., giving members the opportunity to meet directly with their elected officials and discuss the issues shaping the industry. HARDI won't leave members hanging, we will provide talking points and help connect attendees with congressional offices.
Install dates are expected to be one of the biggest topics on the Fly-In agenda. EPA recently announced a shift in enforcement priority related to the install date prohibition for residential and light commercial air conditioners and heat pumps (R-410A equipment), following an enforcement statement released December 23. HARDI members can read our blog post explaining the change.
Install dates tied to regional standards remain a serious concern. HARDI continues advocating for EPCA reform to eliminate these requirements. Legislation has advanced out of the House Energy and Commerce Committee and is likely headed for a House vote this year, with early discussions beginning in the Senate.
HARDI has several state-level developments, including California’s evolving CARB zero-emission building standard, new actions by the South Coast Air Quality Management District, Colorado’s continued push for electrification, and New York’s approval of a variance process.
