As ordered under House Bill 1462 from the Washington legislature’s 2025 session, the Washington State Department of Ecology has announced the establishment of its Refrigerant Task Force. The Refrigerant Task Force will create a report for the Washington legislature that will recommend how, or if, an ultra-low global warming potential (GWP) transition would occur in the state. The task force will begin meeting in July 2026 and continue to meet monthly through 2027. The Washington legislature will then discuss the report’s recommendation in the 2028 legislative session. HARDI was selected as one of the industry representatives to be a member of the task force.
The main goal of the task force is to provide a report to the Washington State Legislature that recommends strategies and identifies key considerations for transitioning to low and ultra-low-GWP refrigerants by 2035. With specific consideration being given to the different types of equipment that use refrigerants for different sectors, and the timelines needed for each industry to make the switch, if it is feasible. The Refrigerant Task Force has two types of members: task force members and auxiliary members. A task force member will be voting, attending each meeting, and directly shaping the report that will serve as the recommendation to the legislature. An auxiliary member serves as an “expert” who will be invited to specific meetings to share their topic expertise as requested by the rule. The voting and auxiliary members are as follows:
