States Applying for Heat Pump Rebate Funds

Update (11-20-2024): According to the United States Department of Energy (DOE), Georgia has launched their HEAR and HOMES programs. Georgia became the 11th state with a launched IRA program. Kentucky, Ohio, and Texas have applied for their HEAR and HOMES programs. And Minnesota has applied for their HOMES program. The states and territories in total have applied for $5.6 billion in funding. All according to an application tracker published by the Department of Energy (DOE) for the HEAR and Home Efficiency Rebate programs.

Update (11-7-2024): According to the United States Department of Energy (DOE), HEAR programs have now launched in Washington D.C. (D.C.) and Michigan. While Vermont, Maryland, and Pennsylvania applied for their respective HEAR programs. Additionally, HOMES programs were also launched in D.C. and Michigan. The State of Washington had their HOMES application approved. While Pennsylvania and Hawaii applied for their own HOMES programs. The states and territories in total have applied for $4.5 billion in funding. All according to an application tracker published by the Department of Energy (DOE) for the HEAR and Home Efficiency Rebate programs (last updated on November 4, 2024).

Update (10-14-2024): According to the United States Department of Energy (DOE), California’s HEAR program launched on October 8, 2024, and the HEAR program for Maine and Rhode Island also launched on September 19, 2024. Additionally, Connecticut has applied for its HOMES program. While New York and Vermont have had their HOMES program approved. Moreover, North Carolina, Georgia, Oregon, and Massachusetts have had their HEAR and HOMES programs approved. Twenty-seven states have applied for full funding for their programs. The states and territories in total have applied for $4.0 billion in funding. All according to an application tracker published by the Department of Energy (DOE) for the HEAR and Home Efficiency Rebate programs (last updated on October 8, 2024).

Update (8-20-2024): According to the United States Department of Energy (DOE), Florida, Illinois, Tennessee, and New Jersey have applied for the HEAR program. New Jersey, Rhode Island, Tennessee, New Hampshire, and Delaware have applied for the HOMES program. Michigan and New Mexico have had their HOMES program application approved. Twenty-six states and territories now have applications for the HEAR and HOMES programs. These states and territories have applied for $3.6 billion in funding. Update (8-2-2024): According to the United States Department of Energy (DOE), the first HOMES program has been launched; Wisconsin’s HOMES program is now available. HARDI’s IRA toolkit will be updated on how to access these rebates soon. A separate email will go out once the IRA Toolkit has been updated. Additionally, Illinois has applied for the HOMES program. Indiana and New Mexico’s HOMES program application has been approved. Rhode Island and Indiana’s HEAR program application has been approved. There are now twelve states with approved applications and twenty-two states that have applied for the HEAR or HOMES program. These states and territories that have applied total $2.9 billion in funding requested. Update (7-23-2024): According to the United States Department of Energy (DOE) New Mexico and Arizona’s applications have been approved for the HEAR program. There are now eight states with approved applications. Connecticut joined the group of twenty-one states that have applied for the HEAR program. These states and territories have applied for $2.7 billion in funding. Update (7-10-2024): According to the United States Department of Energy (DOE) the first HOMES program has been approved. On June 27th Wisconsin’s HEAR and HOMES program application was approved for the full amount requested. The DOE estimates a 60-day approval process for review, questions, and final negotiations with the state before approving the program plans. Giving a projected rebate availability for Wisconsin at the end of August 2024. Additionally, New York’s HEAR program has launched, according to the DOE Application Tracker. So far, forty-nine states and territories have applied to DOE for early administrative or full program funding. Twenty states have applied to DOE for full funding to launch their programs. A total of $2.7 billion in funding has been applied for from the DOE thus far. Update (6-25-2024): According to the United States Department of Energy (DOE) two more states, California and Hawaii, have had their Home Electrification and Appliances Rebates (HEAR) program applications approved. If the timing of the New York application approval to HEAR rebates available holds then California and Hawaii citizens will have rebates available near the end of July 2024. Forty-eight states and territories have applied to DOE for early administrative or full program funding. Seventeen states have applied to DOE for full funding to launch their programs. A total of $2.21 billion in funding applied for from the DOE thus far. Update (5-30-2024): New York became the first state to make funding available to consumers through EmPower+. More information on New York’s rollout can be found here. Additionally, Massachusetts and Michigan have applied for funding.

Update (5-10-2024): United States Department of Energy (DOE) announced that three more states, Maine, Rhode Island, and Wisconsin, have submitted their grant applications to the DOE for the Home Efficiency Rebates (HOME) and Home Electrification and Appliances Rebates (HEAR) program. Each state applied for their full allocations respectively, Maine $71.7 million, Rhode Island $31.8 million, and Wisconsin $149.4 million. Soon, in addition to their existing state energy efficiency incentives and rebate programs as well as federal tax credits, eligible residents will be able to apply for Home Energy Rebates to save money on energy-efficiency and electrification improvements. That makes a total of 15 states that have sent in their application for at least one of the two rebate programs, Arizona, California, Colorado, Georgia, Hawaii, Indiana, Maine, Minnesota, New Hampshire, New Mexico, New York, Oregon, Rhode Island, Washington, and Wisconsin. Currently, only one state, New York, has received approval of their application.

Initial Post (3-4-2024): Four states, California, Hawaii, New Mexico, and New York, have applied for funding from the Department of Energy (DOE) for the Home Electrification and Appliance Rebate (HEAR) program, according to an application tracker published by the agency. The tracker shows that 23 states have received administrative funding to start the process of applying for the two Home Energy Rebate programs created as part of the Inflation Reduction Act: HEAR and Home Efficiency Rebate (HOMES). An additional 14 states have applied for the administrative funds.

All four states that have applied for program funding have limited their applications to the HEAR program for home electrification projects that include converting homes from gas heat to electric heat pumps. More information on the HEAR and HOMES programs is available in the IRA Toolkit.

We have also heard of states rejecting other IRA funds, including Florida, Iowa, and South Dakota. So far, those states have not applied for funding for these programs.
