In the latest update, Alex Ayers starts things off by sharing the progress of the A2L Transition. HARDI’s latest unitary report shows that over three quarters of all ducted central systems sales are now A2L systems, which is a strong indicator that the industry is adapting well ahead of the January 1, 2026 installation deadline. Despite concerns over R-454B shortages, the R-410A phase-out is still on track.
The EPA has proposed repealing the Endangerment Finding. However, this does not impact the HFC phasedown, which is protected under the American Innovation and Manufacturing (AIM) Act.
A New York district court ruling conflicts with a previous Ninth Circuit decision regarding natural gas infrastructure bans. This growing circuit split could potentially escalate to the Supreme Court, setting a national precedent.
Minnesota has delayed implementation of its PFAS reporting requirements, and we are monitoring developments to understand how distributors might be affected.
Congress has finalized a major tax package. While there were wins for businesses, we lost four HVAC-related tax incentives:
25C and 25D: expire end of 2025
45L and 179D: expire mid-2026
HARDI will provide resources to help Distributors educate their contractor customers.

Growing up in Iowa, Alex was exposed early to local politics through the first in the nation Iowa Caucuses, participating as a county caucus delegate to develop the grassroots planks that go into creating the party platform. Since moving to Washington, DC, Alex has spent over a decade lobbying, publishing papers, and testifying in various policy areas, including taxes, energy, environment, agriculture, and economics. His research has been cited by organizations such as the Wall Street Journal, Forbes, and the Tax Foundation.

Todd Titus, J.D. is HARDI's Director of State and Public Affairs. As the lead of HARDI's new state affairs department, Todd monitors legislative and regulatory issues across all 50 states to inform HARDI membership about the legislation that impacts the industry. Along with informing membership of key issues, Todd also spearheads grassroots initiatives, advocates before elected officials, and networks in person with relevant stakeholders.
