New York Budget Removes GWP-20 Measurement Standard

On May 28th, 2026, with only a week left in their legislative session, the New York State legislature passed the 2026-27 budget. Originally due April 1st, 2026, the nearly two-month late budget was adopted with noteworthy changes to the 2019 CLCPA (Climate Leadership and Community Protection Act). Most notably, the budget removed New York’s one-of-a-kind GWP-20 year refrigerant emission accounting methodology.
