HARDI’s State Affairs hit the ground running in 2025, and after six months, the results speak for themselves. In the first half of 2025, HARDI analyzed 902 state-level legislative and regulatory issues, with 425 tracked closely and 66 flagged as high priority. Top areas of focus include PFAS regulations, electrification mandates, emissions policy, HFC phasedowns, and ultra-low GWP requirements.
Maine finalized PFAS regulations affecting HVACR equipment by 2040.
California SB682 is expected to be amended to remove HVACR equipment restrictions—thanks in part to HARDI’s grassroots pressure.
South Coast AQMD’s furnace/water heater zero-emissions rule was paused after strong opposition from 125+ HARDI members.
Washington's HB1462 evolved significantly into a task force study thanks to close industry collaboration.
New York’s Part 494 was unfortunately adopted, prompting HARDI and AHRI to file a joint lawsuit.
We also hosted our first State Advocacy Day in Sacramento to empower California members with direct legislative access—something we aim to expand to other states in 2026.
Looking ahead, California and a few aggressive-policy states remain active in session. Regulatory efforts continue year-round, and HARDI plans to expand our team and member engagement tools to meet the demand. As the lead of HARDI's new state affairs department, Todd monitors legislative and regulatory issues across all 50 states to inform HARDI membership about the legislation that impacts the industry. Along with informing membership of key issues, Todd also spearheads grassroots initiatives, advocates before elected officials, and networks in person with relevant stakeholders.
