Register for New York Part 494 Reporting Requirements by June 1st, 2025

On April 4th, the New York State Department of Environmental Conservation (DEC) released the electronic registration forms for suppliers, reclaimers, and owners/operators of large air conditioning and refrigeration equipment. Part 494 requires registration by June 1st to the Refrigerant Management Program (RMP), Supermarket Refrigerant Program (SRP), and/or if you are a supplier or reclaimer of fluorinated greenhouse gases (GHGs) and products that contain them. Below are the details for the required registration. Once you learn which category to register for, you can find the electronic registration form here. Note, that all registrants will be required to have a ny.gov account to complete the online forms.

Refrigerant Management Program

The RMP applies to owners and operators of large refrigeration or air conditioning equipment with a refrigerant charge capacity of 1,500 pounds or greater. Example equipment includes supermarket racks, remote condensing units, cold storage warehouses, industrial process refrigeration, chillers, and VRFs. The RMP only applies to residential equipment unless it is for a commercial purpose. If you fall under the RMP category, then before June 1st, you must register the following information on the electronic form:

  • Applicable refrigeration or air conditioning equipment, such as system type, manufacturer, refrigerant charge capacity, and the regulated substance(s) used

  • Required automatic leak detection system (ALD)

  • The label that must be placed on the equipment or in the facility indicating the refrigerant, charge capacity (lbs), and year in which manufactured or installed

Supermarket Refrigerant Program

The SRP applies to any business entity owning or operating 20 or more retail food facilities in New York, or 100 facilities nationwide including New York, that contain supermarket systems with 200 pounds of refrigerant or greater.

Register and provide the following information to the DEC on or before June 1st:

  • Business entity name

  • Federal tax ID number

  • Mailing address and location address

  • Contact information

Supplier and Reclaimer Registration

Requirements for suppliers applies to any person who supplies, manufactures, produces, or distributes bulk regulated substances or equipment or products containing regulated substances intended for sale or use in New York State. Requirements for reclaimers apply to any person who reclaims regulated substances collected in New York State. Complete general registration and manufacturer registration on or before June 1st.

Forms for required registration and reporting are available on the DEC’s website at https://on.ny.gov/fgasreporting. All registrants will be required to have a ny.gov account to complete the online forms.
