Update: Help HARDI, Submit Comments on South Coast AQMD Manufacturer Mitigation Fee for NOx Emission Products Rule

June 6, 2025 | 3 minute read

HARDI needs your help in opposing the creation of a mitigation fee in the SCAQMD region. The South Coast Air Quality Management District (SCAQMD) has proposed a mitigation fee for manufacturers that sell NOx emission furnaces and water heaters. After November 1, 2026, each manufacturer would be penalized with a fee for each NOx-emitting furnace and water heater. In other words, every non-heat pump sold will receive a “mitigation fee” to fund the SCAQMD’s electrification rebate program, Go Zero.
